Forth Monitoring Cycle

The fourth monitoring cycle took place on Septembre 23-25.
This time, in addition to the team of GNSS, UAV, GIS specialists, the experts who will create a portal participated at the measurements.This portal integrates the data from field measurements into a unique database and makes the link between server and client.All data will also be managed by developing a mobile application.

Third Monitoring Cycle

Between June 24-26, the project team of experts carried out the third cycle of monitoring of the risk areas.
This time, compared to the measurements performed during the second cycle, the new purchased drone was used, and thus it was possible to make comparisons both between the different technologies used for monitoring and between different equipment.

Second Monitoring Cycle

The second monitoring cycle was performed during March 29-31.After a period of severe winter, with a lot of precipitation, field measurements were performed on the 6 areas established for monitoring. The evaluation of the second cycle took into account all the information necessary to observe any changes in the field since the last monitoring.

Sarasau City Hall

Sarasau City Hall is an important stakeholder of the project because the commune is located on the banks of the Tisza river, being one of the main areas for monitoring the project. The vision of the development strategy of the locality includes important elements in the priority actions, which we quote below:

‘‘The strategy for the future development of the village is based on specific principles and values ,being directly involved in achieving them.We strongly believe that the local authority must respect the basics fundamentals of society, which we share, not only with citizens, but we also apply them in our relationships.Our principles are the basis of the strategic approach in everything what we do to achieve our goals.The principle of a sustainable context:We promote the idea of sustainable development, within which the natural environment, economic development and social life are bonded each other, their interaction contributing to maintaining and increasing quality people’s lives and their natural environment.Ensuring the protection and quality of the environment in order to increase the standard of life of the inhabitants and the sustainable development of Sarasau commune is one of our main objectives .The Civil Protection Instruments will be renewed to respond various issues related to disaster management, namely a response more coherent and better integrated in emergencies, better preparedness for disaster management and innovative actions to reduce risk the occurrence of disasters.”

Forestry District of Sighetu-Marmatiei

The Forestry District of Sighetu-Marmatiei aims at sustainable and unitary management, in accordance with the provisions of forest management and forestry norms, the state-owned forest fund, in order to increase the contribution of forests to improving environmental conditions and ensuring the national economy with wood, other products of the forest and with specific forestry services. At the same time, it manages in cooperation with other custodians the natural areas, in which the forest fund, public property of the state, has a significant share, ensuring the conservation of biodiversity in these protected areas. Several monitoring points within the GeoSES project are located within these protected areas.Thus,Forestry District of Sighetu-Marmatiei is an important stakeholder of the project,the collaboration being formalized through a protocol signed by both parties.

Sighetu Marmatiei Border Police Territorial Inspectorate

Sighetu Marmatiei Border Police Territorial Inspectorate is the regional structure, subordinated to the General Inspectorate of Border Police, with competence in the area of 30 km. from the Romanian state border to the interior within the radius of Satu Mare, Maramures and Suceava counties, having to ensure:

border surveillance and border crossing check at the border with the Republic of Hungary within a length of 97.2 km.;
border surveillance and border crossing check at the border with the Republic of Ukraine within a length of 649.4 km.;

Regarding In the area of competence, the Romanian Border Police has the following general duties:

Participate, together with other formations of the Ministry of Administration and Interior, in collaboration with the Ministry of National Defense, civil protection units and other authorities provided by the law, to the activities of rescue and evacuation of persons and property endangered by fires, explosions, damages, accidents, natural calamities and catastrophes, as well as limiting and removing the consequences of such events;
Participate with territorial authorities for environmental protection and border authorities of neighboring states, as appropriate, to take the necessary measures to prevent environmental risks and the damage, and, in case of accidents affecting environmental factors, eliminate their effects;

These powers represents strenghts in achieving the GeoSES project’s objectives and, consequently, the collaboration with this stakeholder is particularly valuable.

Inspectorate for Emergency Situations ”Gheorge Pop de Băseşti”of the County of Maramures-ISUMM

The fundamental objective of the ISU-MM’s activity is to improve the efficiency of the emergency prevention and management actions in order to keep the risks under control and ensure the normality of the life of the human communities and is achieved through the multitude of prevention and intervention activities for the extinguishing of fires, dismantling and first aid of SMURD, rescue of persons and limitation of flood damage, landslides, seismic movements, epidemics, epizootics, drought, drought, assistance to persons in critical situations, intervention in technological, radiological, nuclear, biological or other types of natural or anthropic calamities.

in which the main goal is an effective relationship between the two parties to achieve the expected results of the project, namely to reduce losses and social and economic risks health and human life caused by disasters natural in this area. Define structure of the GIS framework

In this activity, we would like to define the modules,attributes and the joint databases of the GIS system,with purpose of a simple presentation of 3D variable
visual models of deformations of the Earth surface(landslides and mud flows) from the target areas of the HU-SK-RO-UA cross-border region (Ukraine,
Slovakia, Hungary and Romania). The following actions will be carried out: overview the Ukrainian,Slovakian, Hungarian and Romanian standards,unification of data and code structures, definition of the data content. Risk maps with monitoring results that will enable to timely carry out measures aimed at localization of dangerous phenomena and preventing their progressing negative development will be made. The risk maps on GIS platform will be taken for decision-making purposes on spatial
planning of local authorities of target cities and municipalities, as well as for institutions focused on systems and processes in construction, water
resources, geology, mining, agriculture, forestry,rescue, etc.

Discussions on monitoring strategy

The overall objective of the project is geo-monitoring of natural and man-made processes in the cross-border territory with the aim of preventing of emergency situations. The project will integrate advanced techniques in new, coordinated and innovative ways in order to improve our understanding of land deformation (landslides) on Tisa River and its effect on the environment. The project will also reflect interaction of scientists and stakeholders as authorities/civil protection units will be informed about the project results, showing how the project influences on the risk management cycle.The specific projects objectives will lead to final results consisting of the development of geo-hazards monitoring system, and establishing comprehensive GIS in a unique integrated database which helps stakeholders, end-users to improve compliance with environmental legislation and adverse environmental effects.

At the meeting with the authorities from Sighetu Marmatiei, the monitoring strategy was established,being discussed a series of technical issues related to the optimization of technical solutions in order to obtain the most appropriate informational decision support.
